Settling in Dubai — questions

I have to get my degree certificate translated and submitted, and I keep getting confused about whether the translation or the apostille comes first. Every source explains it differently and I can't judge which is right, so I'm asking here. Would appreciate advice from people with experience.

I got quotes from a few places for translating my marriage relation certificate and family relation certificate, and the prices vary quite a bit between companies, hence this post. The way they count pages also seems to differ by company and I can't tell what the standard is.
