Is this the right order for document attestation — apostille first?

I have to submit a marriage certificate to the UAE, and I'm confused about whether I can submit it right after getting the apostille or whether I also need attestation from the UAE embassy. The issuing bodies are different and every site explains the procedure differently, which makes it worse.
