Settling in Dubai — questions

I've been here a while on a corporate posting and my family is with me. The company only covers part of it, so I'm researching on my own. If there's anyone around who started their own company and lives off it, I'm curious what the general feel is.

I'm in my 20s and preparing to study in Dubai. After talking it over with my parents I also want to open a small company, and the two quotes I got differ quite a lot in price. The items included seem quite different — could someone tell me whether a gap this size is normal? I still don't know the local situation well, so it's hard to set a benchmark.
