Could someone summarize Dubai's low-cost education policy?

Hello. I'm in my third year in Dubai on a company posting and the family is fully settled. My kid is in elementary school, and I have to explain the low-cost education policy to my parents, so I'd appreciate a summary. I half-heard recently that the low-cost education scheme is being expanded, but I don't know the details. I need something I can show my parents.
