Is the school situation very different now from last year?

I'm raising an elementary-school kid, so I want to pick a neighborhood based on schools. My spouse is against it going purely off information gathered last year, but I've half-heard that a lot has changed recently. I'm curious whether the feel of the schools or the admissions process really is different now compared to last year. I'd like to put it together and explain it to my spouse.
